Minutes of Annual Meeting

Stuart Island Airway Park Owner’s Association

May 26, 2013

 

     

Trustees in Attendance:

Rhys Spoor, President             Steve Knopp, Vice Pres. Absent          Sally Linwick, Treasurer

June Bohannon, Secretary       Greg Schmidt, Trustee              Denny Swirtz, Trustee

Rhys opened the meeting with the flag salute.

The 2012 minutes were approved as presented

Comments on the minutes by Rhys:  The San Juan County shoreline management has bee slow to take off and will be postponed for a year.  It will happen.  Suggested building setbacks will be 200 Feet.  A big thank you for cooperating with our burn pile rules, it was much easier to manage.

Board reports:

Road Report:

·        It was reported that the roads are in better shape this spring due to all the improvements made last year and the year before

·        It was suggested that we purchase more small gravel to have on hand

·        Mark reported that there is a drainage problem off the road going up to the Hart cabin with water running unto the roadway and suggested a ditch may be put in to help this problem.  This is causing very wet areas in the Prevost parking lot

Runway Report:

·        The runway is in pretty good shape.  Areas were coned off earlier and this helped the ruts from forming

·        The runway was closed down the first week in December to keep our private status

·        Denny asked for more people to help with the mowing during the growing season.  He will put on a short clinic to show people interested how to operate the mowers

·        It was suggested that we keep the keys for the mowers so people can find them

·        It was suggested by the board that a new lock be placed on the storage room door

·        Rhys reported the WPA were very concerned about the condition of our runway and didn’t come up when it was reported that it was too wet

 

Dock Report

·        Greg reported that the dock needs work:  the anchors, Chains, and Shackles all need replacing.  The board voted to fix this problem with the project to be about $700.00 and the funds would come from our reserves.  Mark Green will deliver the above items this summer

Fire Wagons and Systems

·        Rhys reported that two new Honda engines are on the way for the fire wagons

·        The portable pump on the Prevost dock is not working and needs to be replaced.  The board wants to replace it and put it on a portable cart and store it in the hangar

·        Rhys reported that he is going to try a hand crank fire siren that his neighbor will donate to us to help reach those who cannot hear the present siren

·        Denny suggested that we look into a foam suppression system to put out any fires caused by a plane crash

·        Charleen Rehnquist invited Ron Garner to speak to us about Fire Wise at the meeting today.  He presented his program and talked about how we can protect our property and take care of as much fire danger as we can by cleaning up burnable brush and shrubs around our homes.  Charleen invited Ron to come to her home and do a Power Point presentation on Fire Wise and how it works. This meeting will be on June 11th @ 10:00.  Those who want to come can sign up after the meeting.  If we have a fire it was suggested by Ron that we call 360-378-4151 to try and get help.  DNR are the people responsible to fight fires in our area

Mail

·        Denny reported that the post office wants us to use our new street addresses for our mailing addresses on Stuart Island.  There are some problems with this, as we have a couple of very similar addresses as Friday Harbor and our zip code is the same.  We need to look into changing our road names where there is a problem.  Denny will no longer be doing the mail and is not bidding on the new contract

New Business

·        Rhys reported that parts of Stuart Island are now part of a National Monument.  We have rocks in Prevost and also John’s Pass that are now a National Monument.  This will not affect our runway use

Financial Report

·        Sally reported the budget for 2013-2014. The report was read as presented

·        We are under budget from last years.  Some projects were not completed.  The assessment for this year is proposed to be $53.00

·        After considerable discussion about our budget the attendees wanted to increase the

budget to get some projects accomplished

·         It was suggested by Howard Berman that we get some cement and work on our hangar to make it more user friendly.  Howard proposed that for around $5,500.00 we could pour some concrete and have a nice place to meet and store our mowers and so forth

·        A motion was made by Margaret Nelson that we change our dues to purchase the concrete and work on the hangar to $110.00 for the 2013-2014 assessment.  The motion was seconded and passed by all members present

·        It was suggested that if people wanted to donate a bit more we could do some more improvements like doors for the hangar as well

·        There was some discussion about our insurance on the runway and common areas and if we are double covered.  Sally will look into this matter

·        Sandy mentioned that more tables are needed for our pot lucks and suggested that people could donate and she would look into getting about 4 more.  The price would be about $200.00 with shipping.  Sandy will have name plates put on the donated tables

Remembrances

·        James Spillane, George Gund, and John Trienes passed this past year. 

 

Announcements

·        Robert Freeman   presented a map of SIAP with all the property owners listed that he has been working on to help us located homes in case of an emergency.  He proposed to locate it in the hangar for that purpose.   Rhys mentioned that if people want to opt out of this map that is their right

·        Roche Harbor parking for outer islanders is getting to be less and less.  Denny said he would talk to the head of public works and see who would address this problem

·        David Jenks mentioned that there was some people in his area who left their cabin to guests who were using axes, knifes and shooting guns into the water.  This activity seemed very dangerous to David and was concerned about this.   He said he will talk to the owner and make him aware of his concerns.  David will also look into the legality of this matter

·        Jamie Thompson announced that Book Club will be at Diane’s on Wed.  and everyone is welcome to come.  Book Club will be the last Wed of July and Aug also

·        Our July 4th celebration will be held of July 6th this year.  We will have a flea market, bake sale, games for children and adults, a parade and a potluck in the evening.  Donations are welcome.  Bring flea market items, baked goods and come and help.  Diane Noble and Sandy Berman will head up the bake sale and flea market

 

Elections

·        June Bohannon and Denny Swirtz were nominated and elected to serve another term.  Everyone voted to have them serve for another three years.
