Minutes of Annual Meeting
Stuart Island Airway park Owner’s Association
May 29, 2011
Trustees in Attendance:
Rhys Spoor, President Steve Knopp, Vice Pres. Sally Linwick, Treasurer
June Bohannon, Secretary Greg Schmitt, Trustee, Absent Denny Swirtz, Trustee
Rhys opened the meeting with the flag salute.
The 2010 minutes were approved as posted in the mail shed and the web page
Board reports:
Road Report:
- It was reported that the roads are in poor condition due to the wet spring
- The board suggested more maintenance this coming summer
- A reminder was made that the roads now have names as per San Juan County suggestion
- It was recommended that we get a GPS coordinate on each property to help in case of an emergency
- Manca said that there is a map that shows where people live and how to locate them. Manca will try to locate the map and give it to the board
Runway Report:
- It was reported that several planes got stuck this spring in the taxi way
- Denny Swirtz has mowed and fertilized the runway
- During the wet spring we need to notify the airlines that use the runway and also WA Pilots to curtail their used until the runway dries
- It was suggested that we make it known through our web site that our runway is private and only can be used with permission by an owner
- It was suggested that we need to get more drainage in the wet “over run area of the runway
- An “overrun” committee was formed: Earl Root, Dave Clark Howard Berman, and Chris Pack will look into this matter
- Tom Edwards talked about the overrun area on the West side of the runway where a lot of cars are parked, he suggested that this is a safety issue in case of an overrun
- It was also brought up that the dock is in the way in the overrun area
Dock Report
- There was a long discussion on the idea of moving the Prevost dock to the South to get it away from the “overrun” area of the runway. Many questions arose; i.e., permits, floats that may be in the way, what will the legal issues if we move it, can we extend the ramp to the dock to get more dock in the water?
- The lines on the end of the dock need replacing. We have some cement blocks that we will drill holes into and install at the end of the dock
- Remember to bow tie only
- Keep the loading area clear at all times
- More tie down Cleats will be installed
- Remember the 15’ rule for the summer months
- Suggested that smaller boats bow tie at the shallow end of the dock
- It was suggested that we post the dock rules on the web page and put up more signs on the dock
- Someone asked about our insurance coverage on the dock and airfield. Rhys said that we are reviewing our policy at this time. Candy reminded us to be sure and check the start date on our policy and if we make any changes to make sure we have our older date with no claims, this will get us a better insurance rate
Fire Wagons and Systems
- Rhys reported that the siren works and was tested. Many members said that they could not hear the siren. It was suggested that Rhys purchase another siren and aim it up the hill. A motion was made, seconded and approved to install another siren and face it towards Reid Harbor
- Steve Knopp said that he has a large pump to donate to the firefighting equipment
- A reminder that the AED is on the porch at Denny and Pat Swirtz’s home. People should take a first aide class and know how to use the AED
Hangar and Storage Room
- The storage room is complete a big thanks went out to Earl Root, Mike Noble, and Warren Jones for all their hard work
- Mike Noble has built and donated a folding ping pong table for the membership to enjoy a big thanks for Mike and this project
Burn Pile
- A Thank You went out to Mark Green and Earl Root for taking care of the burn pile this past fall and winter
- It was reported that there was a lot of “trash” in the pile, please only put vegetation in the pile, no trash or metal objects
Financial Report
- Sally reported that we were $2,400.00 under budget for 2010-2011. The report was read as presented
- The board proposed to add $3,500.00 to the budget for this coming year to help with the upkeep of the roads George Renquist made a motion that we allocate the money in the budget to purchase gravel to be put in a pile to manage and use to maintain all the road in both plats to bring them up to standard, Gloria Jones seconded the motion. After much discussion the motion before the membership was rescinded by George and Gloria.
- The assessment would be $130.00 up from the suggested amount of $93.00
- After much discussion about road repair; i.e. is the association responsible for all the roads or only the roads in the association common property, (as mentioned by Candince Mauseth and other members) a second motion was make by George Renquist to accept the proposed budget of $130.00 assessment as Sally proposed and approve the rest of the budget. The motion was seconded by Sandy Berman, the motion was approved by over 2/3 of the membership present.
It was suggested that we let members know why the budget was revised in a letter and mention that we needed more funds for maintaining our roads.
Bylaws
- It was decided by the board to discontinue the bylaw committee at this time
- This was an executive decision as the committee was going nowhere and we decided to leave well enough alone
Summer Activities
- We will have our 4th of July celebration on July 3rd. Sally and June asked for help with the games and parade. Gloria Jones, Diane Noble, Marci Clark and Jamie Thompson offered to help with games and parade.
- The Parade will line up at the Thompson Cabin at start at 4:00
- The games will start at 10:00 at the hangar
- The potluck will be at 5:00 – social hour and 6:00 potluck
- Diane asked if anyone were interested in a bake sale and flea market on the 4th. There was no interest at this time
- A horse shoe pit was put in at the north end of the common area, this is for all to enjoy
Remembrances
- Hugh Pape and Bridget Elkington passed away this past year. Both were long time members of Stuart Island
Announcements
- Rhys reported that San Juan County now requires a septic inspection. Rhys took the four hour class and has some information about what to do. The inspection is a mandate by the state of Washington. The county will allow each homeowner to do their own inspection after they take the class
- Sally asked that those who are willing, to pay their dues ASAP so the bills can be paid during the summer when the projects are taking place
Elections
- Sally Linwick and Greg Schmitt’s terms were over. They were asked to serve another three year term, both agreed to the nomination. They were elected by all present for another term Thank you Greg and Sally for your service
Taxes and Assessments
- Several comments were brought up about the property assessments on Stuart Island this past winter
- It was mentioned that we pay taxes and do not get anything from the county for our money
- Several members have gone before the board of equalization to challenge their assessment and got nowhere
